Reconstruction and Expansion Project" are hereby announced as follows:

Overview of 1. Construction Project

Guizhou Ruihe Pharmaceutical Co., Ltd. is located in the industrial park in the north of Longli County, Guizhou Province. It is a private high-tech enterprise specializing in the integration of Chinese and Western pharmaceutical research, development, production and sales. The company originally had a solid preparation production workshop with an annual production capacity of 1.2 billion tablets of Shushenling capsule, 50 million tablets of Kechuanning, 40 million tablets of stomachache, 0.2 billion bags of Yinyang cable and 80 million bottles of oral ulcer powder. Now, due to the needs of enterprise development, the company has expanded a small-capacity injection automatic production line project (including extraction process), and carried out a coal-to-gas project, built a new natural gas boiler, changed from coal to natural gas, and stopped after completion. After the completion of the project, the enterprise will increase the production of 30 million Shuganning injection and 4 million Sichuan Shentong injection each year.

Possible environmental impacts of 2. construction projects

1. Environmental impact during the construction period: the impact during the construction period mainly includes the impact of construction machinery noise, construction dust, and the ecological impact of a small amount of wastewater and solid waste generated during the construction period.

2. Environmental impact during the operation period: The main environmental impact during the operation period of this project is the extraction of traditional Chinese medicine odor in the workshop, gas boiler exhaust gas, cleaning wastewater from raw materials and pharmaceutical equipment, as well as floor flushing wastewater, waste drug residue and waste gas packaging materials and broken glass bottles.

1. Environmental protection measures during construction

(1) Acoustic environment impact

By strengthening the noise management and control of construction operations, various measures such as reasonable adjustment of construction time, prohibition of night operation, restriction of simultaneous operation of strong noise source equipment, setting of site enclosure, mobile sound insulation barrier for strong noise source equipment, etc. are taken to protect the sound environment sensitive points.

(2) Ambient air impact

During the construction period, the construction unit shall take the pollution prevention and control measures recommended in this EIA, and the construction site shall be equipped with enclosure, sprinkling water to reduce dust, canvas cover, timely ecological restoration, and reduce the impact on the ambient air.

(3) Impact on water environment

The domestic sewage and construction wastewater are collected and sedimented and recycled to the process of automobile dust reduction, vehicle tire washing and road sprinkling dust reduction. In addition, through strengthening management and other measures, the impact of construction on the water environment can be reduced, and the impact on the water environment is not significant.

(4) Environmental impact of solid waste

Reasonably allocate the earth-rock excavation and filling plan in the special area, reduce the excavation volume and distance as much as possible, reduce secondary dust, backfill the abandoned soil and waste in time, and strengthen the management of transportation and loading and unloading process, so as to achieve civilized construction, prohibit rough loading and unloading, classified stacking of construction waste, classified treatment, and recycling as much as possible. Construction waste such as cement, waste bricks, waste wood waste and waste stones during decoration can be used for filling construction, strictly calculate the construction materials, strengthen recycling and reduce the amount of garbage generated. It is strictly forbidden to dump soil and waste residue and domestic garbage into the surrounding urban areas and water bodies. The soil and waste residue must be transported to the area for balanced backfilling, timely compaction and disposal according to the corresponding water and soil conservation requirements. Domestic garbage must be collected in a unified way and sent to the sanitation department regularly for unified treatment, solid wastes such as paints and paint containers produced in some workshops are hazardous wastes and must be collected centrally and disposed of by units with hazardous waste treatment qualifications.

2. Environmental protection measures during operation period

(1) Impact on water environment

The drainage system of the Project is divided into rain and sewage, and the rainwater is collected in rainwater collection ditch and discharged into the river.

The amount of waste water produced in the whole plant is about 94.2 m3/d (28260 m3/a). The canteen waste water is treated in the grease trap and enters the sewage treatment station together with the domestic sewage for treatment. The equipment cleaning waste water in the extraction workshop and the ground washing waste water are pretreated and enter the sewage treatment station for treatment together with the rest of the production waste water. The production waste water (including laboratory waste water) and unforeseen waste water enter the sewage treatment station for treatment, the wastewater of the project is treated by the sewage treatment station and discharged into the Guancheng River on the southwest side of the plant after reaching the limit value in Table 2 of the Discharge Standard for Water Pollutants of Traditional Chinese Medicine Pharmaceutical Industry (GB21906-2008). The designed treatment scale of the sewage treatment station in the plant is 120 m3/d, which can meet the sewage treatment capacity after the completion of the project. The wastewater of the Project is discharged after being treated up to the standard, which has little impact on the surface water environment.

(2) Atmospheric environment impact

① Natural gas boiler flue gas

The project gas boiler uses natural gas as fuel, and the exhaust gas is discharged through an 8m exhaust pipe. The emission concentration can reach the gas boiler standard in Table 2 of the "Boiler Air Pollutant Emission Standard". The exhaust gas is discharged through an 8m high exhaust pipe, which has little impact on the surrounding environment.

② Dust control measures

Dust is mainly produced in the Chinese herbal medicine pretreatment workshop, solid preparation production workshop and the dust generated during the handling of medicinal materials. Workshop dust is discharged outdoors in an unorganized form after being treated by the dust collection facilities provided by the equipment, and the concentration can reach the monitoring concentration limit of unorganized emission in Table 2 of the Comprehensive Emission Standard for Air Pollutants (GB16297-1996), which has little impact on the surrounding environment.

③ Traditional Chinese medicine odor control measures

In the concentration process of traditional Chinese medicine extraction process and the drying process of solid preparation workshop, there will be traditional Chinese medicine odor, the project equipment is sealed equipment, the amount of odor with medicine is very small, and the green coverage rate around the workshop is large, which improves the adsorption efficiency of odor, reduces the emission of traditional Chinese medicine odor, and has little impact on the surrounding environment.

④ Odor control measures for sewage treatment station and temporary storage yard of drug residue

It is necessary to strengthen the management of the normal operation of the sewage treatment station, remove the remaining sludge in the sewage station in time, and properly seal the aerobic tank and the associated tank body. Strengthen ventilation and plant trees around the sewage treatment station. After taking the above measures, the odor gas has less impact on the environment. The dregs in the temporary storage yard shall be cleaned and transported daily to reduce the residence time of dregs in the yard and ensure that the odor gas has little impact on the environment.

⑤ Measures for the treatment of oil fume and exhaust gas in the staff canteen

Natural gas is used as the fuel in the canteen of the plant, and the pollutants produced by the canteen are mainly oil fumes. The oil fume exhaust gas is collected by the gas collecting hood and enters the oil fume purifier, which can meet the small-scale requirements of the Food and Beverage Industry Oil Fume Emission Standard (GB18483-2001). The oil fume enters the special exhaust pipe and is led to the roof 0.5m higher than the roof for emission.

⑥ Quality inspection building odor gas control measures

A small amount of waste gas will be generated during the quality inspection process of the quality inspection building, which will be discharged outdoors by the exhaust fan and discharged unorganized. The green area around the quality control building is large, and the waste gas will have little impact on the environment after being absorbed by green plants.

⑦ Automobile exhaust control measures

The ground parking lot is set up in the plant area. The area where the site is located is relatively open and the surrounding area has been greened. The exhaust gas from the car is absorbed by green plants and has little impact on the surrounding environment.

⑧ Exhaust gas containing ethanol

The waste gas containing ethanol mainly comes from the filtration and evaporation process after alcohol precipitation in the extraction workshop. The fan in the extraction workshop has a large exhaust volume and good sealing performance in the workshop. The waste gas containing ethanol is discharged in an unorganized form after being collected and treated by the air purification system, with small emission concentration and little impact on the environment.

(3) Acoustic environment impact

In the production process, low-noise equipment shall be used as much as possible. Pumps, induced draft fans and other equipment with large noise shall be installed in the factory building. At the same time, a sound insulation room shall be used for sealing. The foundation shall be provided with damping materials and pads to reduce equipment vibration and noise. Mufflers shall be installed at the inlet and outlet. During machine assembly, the dynamic balance of the rotating parts shall be adjusted to reduce eccentric vibration, impact and impact on the surrounding environment.

(4) Solid waste

The project drug residue is regularly collected for comprehensive utilization as fertilizer, and the sludge is dried in the sludge drying tank and used as fertilizer together with the traditional Chinese medicine residue.

The slag yard shall meet the requirements of Pollution Control Standards for Storage and Disposal of General Industrial Solid Wastes (GB18599-2001) and the 2013 Amendment, and implement pollution prevention and control measures.

Hazardous waste: after being temporarily stored and collected in the temporary storage room, the hazardous waste shall be handed over to the hazardous waste disposal unit with relevant qualification for recycling and disposal.

Waste packaging waste: packaging waste is collected and sold to waste recycling companies.

Domestic waste: after collection, the domestic waste of the whole plant is regularly handed over to the sanitation department for unified removal.

4. EIA Conclusion Points

Guizhou Ruihe Pharmaceutical Co., Ltd. expansion project production technology is mature, reliable technology, reasonable site selection. During the operation of the project, it will inevitably have a certain impact on the surrounding environment, but there are perfect pollution prevention and control measures in the production process of the project, and the air pollutants can meet the national discharge standards under normal working conditions; the production and domestic wastewater is discharged into the Guancheng River after being treated by the self-built sewage treatment station, which has little impact on the environment; the noise impact is accepted by the environment. As long as the construction unit earnestly implements the pollution prevention and ecological protection measures proposed in this environmental impact report, and strengthens the management and maintenance of environmental protection facilities, the negative impact of the project during the operation period can be controlled, and various pollution factors can be controlled within the corresponding standard limits. From the perspective of environmental protection, the construction of this project is feasible.
